The Indira Gandhi Memorial Tulip Garden (also called Siraj Bagh) was established in 2007 by the J&K government to boost Kashmir's floriculture and spring tourism. In less than two decades it has become Asia's largest tulip garden — a title that is not merely honorary. At 30 hectares with over 1.5 million tulips, it surpasses comparable gardens in the Netherlands, Japan, and across South Asia.
The garden is laid out across seven terraced levels on the lower slopes of the Zabarwan Mountains, facing directly southwest over Dal Lake. From the upper terraces, the view of tulip carpets cascading down to the shimmering lake with snow-capped peaks behind is one of the finest panoramas in all of Kashmir. The garden's position, facing the lake on the eastern shore, means morning light illuminates it from behind the mountains while the flowers glow in direct afternoon sun — making both morning and late-afternoon visits rewarding for photographers.
The Tulip Festival — held during peak bloom — features Kashmiri cultural performances, handicraft exhibitions, traditional food stalls, and photography competitions. It's one of the most attended events in the J&K tourism calendar.
Timing is everything here. The garden opens when the first varieties bloom (mid-March in most years) and closes when the last flowers fade (mid-to-late April). The Tulip Garden is exceptionally crowded on weekends and public holidays during peak season. A Tuesday or Wednesday 9 AM visit offers near-empty terraces and calm photography.
The Tulip Garden, Nishat Bagh, and Shalimar Bagh are all on Dal Lake's eastern shore within 5 km of each other. Combine all three in a half-day sightseeing circuit.
The garden has seven terraces connected by pathways and stairs. Comfortable walking shoes (not heels or sandals) are essential for the full circuit.
